Job Summary

With the implementation of UBC's Indigenous Strategic Plan (ISP), Indigenous engagement at UBC is in a period of rapid expansion and development. Located at the UBC-Vancouver campus and reporting to the President’s Office, the Office of Indigenous Strategic Initiatives (OISI) is a lead unit in guiding and supporting implementation and coordination of the ISP.

The Indigenous Strategic Programming Manager oversees ISP initiatives, development and management of ISP programming and establishes and maintains liaison with Indigenous communities, organizations and other institutions. This position represents OISI in meetings with campus and community groups and at public functions, as needed. In addition, this position plays a key role in providing training, mentorship, and advice to teams working on Indigenous initiatives and with Indigenous and non-Indigenous students, faculty and staff, communities and organizations as well as university leadership.

This role is situated in a demanding and multi-faceted environment which requires the highest level of tact, discretion and sensitivity with a special focus on both internal and external Indigenous communities and partners.

Organizational Status
The Indigenous Strategic Programming Manager reports to and works under the direction of the Associate Director, Office of Indigenous Strategic Initiatives. The Indigenous Strategic Programming Manager works closely with the Senior Advisor to the President on Indigenous Affairs.

Work Performed

  • Collaborates with OISI leadership and roles across the University in advancing, supporting and guiding implementation of the ISP.

  • Manages inter-institutional partnerships developed through OISI. Strategically manages and provides oversight for the Indigenous Strategic Initiatives (ISI) Fund, a cross-campus initiative (UBC-Vancouver and UBC-Okanagan).

  • Responsible for the design, development, implementation, and evaluation of Indigenous programs and services within OISI. Engaging and collaborating with University and community partners as needed.

  • Conducts and develops needs assessments and evaluation of programs by engaging and consulting with Indigenous and non-Indigenous stakeholders and partners. Determines the strategy, creates a plan and develops the design and implementation.

  • Collaborates with other universities on national or provincial issues related to Indigenous strategic initiatives.

  • Consults and engages with internal and external stakeholders.

  • Assists with managing budgets for program areas.

  • Prepares long-range plans for the delivery of programs to support Indigenous strategic initiatives.

  • Conducts instructional design research and analysis.

  • Redesigns programing, including improvements to existing programs to better meet educational and ISP goals.

  • In alignment with the ISP, develops policy systems and makes recommendations on how programs and Indigenous initiatives should be initiated, improved or sun-setted across the university.

  • Fosters and develops relationships with UBC’s host nations, Indigenous and other communities, partners, and organizations, based upon an expert understanding of their structures, concerns, and needs.

  • Responsible for the day-to-day operational aspects of the ISP implementation including open funding calls or grant procedures and budget proposals ensuring that all deadlines and milestones for the ISP are met.

  • Provides advice and support to OISI with other projects, programs and initiatives to support and advance ISP implementation.

  • Based upon a thorough knowledge of Indigenous community protocols, the Indigenous Strategic Programming Manager oversees appropriate Indigenous protocol processes and/or performs ceremonial functions.

  • Represents OISI in community meetings, visits, tours, and events. Based on an expert understanding of Indigenous protocols, speaks on behalf of OISI at public functions.

  • Participates in ISP reporting activities.

  • Represents OISI and participates in university committees around Indigenous or related issues.

  • Performs other related duties as required in keeping with the qualifications and requirements of the role.

Consequence of Error/Judgement

Inappropriate judgment can compromise the OISI’s ability to meet its objects and goals, and its relationships within the University and with external Indigenous organizations and communities and government agencies, and can impede UBC's progress on its Indigenous Strategic Plan and in relation to Indigenous initiatives at the local, regional, provincial, national and international level.

Since UBC Indigenous initiatives are now more extensive, diverse, complex, and inter-dependent. Relations with Indigenous communities and organizations present a special concern: injudicious or uninformed actions by the Indigenous Strategic Programming Manager or their team can easily damage important relationships with community partners, creating damage requiring years to repair. The Indigenous Strategic Programming Manager must exercise sound judgment over a wide range of issues and circumstances, often within a limited time frame and with limited opportunity for consultation.

The Indigenous Strategic Programming Manager reports to the Associate Director, Office of Indigenous Strategic Initiatives, and works independently to meet the OISI mandate and objectives and the objectives outlined in the University's Indigenous Strategic Plan.
